Will the PICG reimburse the part of costs incurred before grant awarding?
The PICG cannot reimburse any costs incurred by applicants prior the grant agreement date and/or relating to their proposal preparation.

Can TVET college, not having authorization with NCEQE, be eligible for PICG if it’s international partner has an international authorization?
TVET college without an authorization in partnership with international partner with international authorization can submit a concept paper proposal. Within 3 months after selection for a grant award and before grant agreement signing, if selected, they have to provide evidence for their authorization.

Can labor market research conducted by independent organization be considered as a reliable source of information?
Georgian labour market research of central and local government sources, national statistics, international and national independent donors and sociological agencies can be used to justify the proposal. Labour market information and data of official government sources will be the main reference for the PICG in evaluating and selecting project proposals for grant awarding

We are interested if there is any restriction about the number of programs we can submit? (Will one concept be presented by only one program or several?)
Eligible organizations can be partners in as many project proposals as per their needs, capacity and decision. However, an eligible organization can be a lead applicant only in one project proposal.

Where we can get detaield information including a list for end dates for issue of proposals for grants in 2015?
The deadline for submission of concept paper proposals is 14 September 18:00 hrs.

Can we, as a business representative, be a main applicant to submit a proposal for the PICG?
Private and/or public companies can submit a concept paper proposal as a main applicant without an authorization at the time of submitting. Within 3 months after selection for a grant award and before grant agreement signing, if selected, they have to provide evidence for their authorization.

Can we forge partnership with foreign, public or private TVET registered in Ukraine?
There is no limitation as to country of origin of applicant’s international partners as long as they meet the eligibility criteria and do not fall into any of the exclusion lists under section 2.1. of the Request for Proposals. Within 3 months after selection for a grant award and before grant agreement signing, if selected, they have to provide evidence for their authorization.

International organization can submit a concept paper proposal as main applicant. Within 3 months after selection for a grant award and before grant agreement signing, if selected, they have to provide evidence for their authorization.

Can used computers, copy machines and other hardware be counted as an in-kind contribution from TVET side?
A. Co-financing contributions may be financial or in kind. Financial contributions include, without limitation: cash, grants, loans (principal and any interest thereon), securities, guarantees, and other financial instruments, that may be provided by the applicant through own resources or from non-U.S. Government donors or non-government entities.
In-kind contributions may include goods, services, works, studies, equipment, materials, land, and leased property provided by the applicant. The value of in-kind contributions should be estimated during the selection process based on the expected value of the goods, works or services provided, assessed for reasonableness, and related explicitly to the project. The recorded value for any in kind contribution will be the fair market value.
All co-financing contributions, whether financial or in-kind, will be acceptable when such contributions meet also all of the following criteria:
• are verifiable from the applicant’s accounting records, are not included as contributions for any other project;
• are necessary and reasonable for proper and efficient accomplishment of the project objectives;
• are allowable under the MCC Cost Principles and are not paid by the US Government under another grant or loan.

Please, let us know when and where the training would be held about the project concept drafting, or provide us with the information about the parameters for project concept drafting and the name of the person, with whom we could have the consultation.
The information sessions followed by the concept paper orientation and trainings were delivered on 23rd and 24th July in Tbilisi, on 28th in Telavi, 30th July in Kutaisi and 31st in Batumi.
The presentations delivered during the information session and the concept paper orientation and training is uploaded on the MCAG website. The application templates are already uploaded. Any questions, which applicants may have, should be submitted in writing in English at the iswd@pem-consult.de. The Q&A file is uploaded at the same site and interested applicants must check it for periodic updates.

Can a Georgian development company in tourism sector be eligible to participate with proposal of new TVET program development?
Companies are eligible as long as they meet all the eligibility criteria, including authorization and accreditation with NCEQE or having an authorized partner.
